the return address 1148 Venice Avenue, Los Angeles, California,
appears* The communication which bore the date June 25, 1955» i* also
written in script on what appears to be a thin white paper.

Unsuccessful efforts to develop a lead to
identify the subject in this matter have included submission
to the FBI Lab of handwriting taken from a closed LA ;
extortion case, interviews with logical officials of the VA
in this area, with LAPD officers on the Bunco and Homicide
Divisions, with officers in the LASO, with the manager of
Patriotic Hall where many service-connec ted organizations
meet, and with officers of the Second Division Association.
No additional general leads have yet been developed.
Report will be submitted by 8/12/55.

He is regarded by some as quite Intelligent but as an abject
alcoholic. He has a son reportedly in the United States Navy,

into his remarks, unknown subject wrote "Therefore I’m going to kill
you IF another incident occurs where we appear to be in the wrong” and
"...so, remember another incident and you may as well give up living
because I promise to kill you. This is not a crackpo t threat nor, a

on 7/11/55 authorized prosecution for violation of the Extortion Statute
if unknown subject can be identified and will consider adding a count
under Section lij.61, Title 18, United States Code, regarding the letter
as a "filthy or indecent writing”* FBI Laboratory comparing known
handwriting of RAYMOND D. MTSRS, logical suspect, with handwriting on /
threatening letter.

copy of a communication which was contained in an envelope bearing Los
Angeles, California postmark, dated Jure 25, 1955 » The envelope was
addressed to victim, United States Secretary of State, in script in

represented himself to be a veteran of probably the Korean action where

It will be noted that the me ntioned letter is well written and
legible while the VA file of | | judging from his
signatures which appear on variou s VA forms submitted by him,
would tend to indicate that | is a very poor penman and probably
did not himself write the letter but perhaps had someone else write

who is presently employed as a supervisor for the General Telephone
Company. MYERS stated that he has very few friends visit him

considered a suspect in this case, in view of his Veterans Administration record

For the benefit of the Milwaukee Office, which has received no
prior communications in this matter, by letter postmarked at Los Angeles on
June 25. 1955, an unknown subject directed obscene comments to the victim, who
is the United States Secretary of State. Incorporated into his remarks, the
unknown subject wrote “therefore I*m going to kill you IF another incident
occurs where we appear to be in the wrong", and "—so, remember, another
incident and you may as well give up living because I promise to kill you. £h.u,
is not a crackpot threat nor a rash action, but a matter 01 self preservation.''
On Ju ly 11. 1955. pros ecution was authorised by Assistant United

have sent questioned document to someone in Los Angeles for remailing. The

all night and was particularly an avid reader of newspapers. She said
,'ie liked to talk a s thou gh he was an expert on Government and foreign

She said he was obviously afflicted mentally and was in need of cure.

The Washington Field Office should contact the
White House detail of the U. S. Secret Service and endeavor
to obtain the original letter, if available, or a photographic
copy and submit it to the FBI Laboratory for comparison.

Section 2, Claim Service, Veterans Administration, Port Snelling,
Minnesota, advised SA WILLIAM G. LAIS from his files that LEE
WRIGHT ARNOLD committed suicide at Los Angeles, California, on
February 12, 195>6. He added ARNOLD wa s born October 19, 1911} at
San Diego, California* | I made ARNOLD* 3 insurance

These records indicate ARNOLD had been a biologist employed
by the U. S. Fish and Wild Life Service: his next of kin is c

A diagnosis in his file indicates he was classed as a schizophreni<
paranoid type who had unsys t.ematized delusions of persecution*
He believed he was being groomed for a high political office by
the Republican Party* Comments in this file indicate he was a
prolific letter writer and wrote to various government agencies,
including various highly placed individuals in government. ARNOLD
was discharged from Veterans Administration Hospital, Roseburg,
Oregon, June 2, 195^4* Discharge summary notes "he continues to
write logically, precise, extreme paranoid letters to many
government services and persons in authority."

tration, Port Snelling, Minnesota, advised from his files
that LEE WRIGHT ARNOLD committed suicide at Los Angeles,
California on February 12, 1956* He added a diagnosis in
ARNOLD* s file indicated he was classed as a schizophrenic
paranoid type, who had unsystematized delusions of
persecution* He stated ARNOLD believed he was being groomed
for high political office by the Republican Party, He added
ARNOLD was a prolific letter writer and wrote to various
